Business Continuity Planning is
working out how government
will continue to provide the public with critical services in the event
of a
disaster. This includes local incidents such as government building
fires,
regional incidents like flooding, or national incidents like a
pandemic
outbreak. The
primary reason for a Business Continuity Plan or Emergency
Management Program within government, is public safety, the creation of
disaster-resilient communities and continuity of government should a
disaster
strike. Most provinces have legislation requiring
Municipalities,
Ministries, Departments, Agencies, Boards, and Commissions to have a
Business
Continuity Plan in order to reduce the risk to life and health that
citizens
may face, and to contribute to the protection of public health, the
environment, property and economic stability.
Citizens now expect governments
at all levels to provide, disaster or
not, time-critical services such as safe food and water, safety,
shelter, health
and medical care, and privacy of information. They also expect the
restoration
of other services as quickly as possible following a
disaster. Therefore,
it’s critical for all levels of government to have Business
Continuity Plans
that have been tested in order to:
• Reduce
impact of the disaster
•
Facilitate timely recovery of government functions
• Help maintain public trust and
reputation
Risk
management is also used in the public sector to identify and mitigate
risk to
critical infrastructure. By understanding the processes
that makes your
government work, you can not only mitigate risk, but also improve your
processes. Emergency
planning is not a one-time event. Rather, it is a
continual cycle of planning, training, exercising, and revision that
takes
place throughout the five phases of the emergency management cycle
(preparedness, prevention, response, recovery, and mitigation).
It’s all
