Nigerian literary giant rejects award Nigeria's literary giant Chinua Achebe has rejected a national award by President Olusegun Obasanjo, attributing the decision to the "dangerous" state of affairs in the country. Achebe, a professor of literature and author of the classic "Things Fall Apart", which has sold more than 11 million copies in at least 50 countries, was nominated for the Commander of the Federal Republic award last week. "Nigeria's condition today under your watch is, however, too dangerous for silence. Nigerian Contingent Set for Medal Nigerian Battalion 6, 7, and Signal 2 currently serving in Liberia will be proud recipients of medals in Monrovia. A release said the medal presentation is in accordance with UN standing operating procedure for officers and soldiers serving under the auspices of UNMIL. France honours former AU mission commander Okonkwo France has conferred on the former Commander of the African Union (Peacekeeping) Mission in Sudan (AMIS), Nigerian Major General Festus Okechukwu Okonkwo the French National Order of Merit Award with rank of Commander for his contributions to peace in Sudan and Liberia. In a citation read at the ceremony at the French Embassy in Abuja, French ambassador Yves Gandeul said the award recognises Gen. Okonkwo`s "prominent roles" in peacekeeping operations, especially in Liberia, under the Economic Community of West African States peacekeeping force (ECOMOG) between 1994 and 1996, which earned him the nickname `hurricane` for his "outstanding professional and personal qualities". The citation also recognised the Nigerian General`s role during the ECOMIL and UNMIL operations in 2003 and 2004. The first batch of 500 Nigerian troops landed in Darfur, Sudan, in August 2005 amidst protest from the Sudanese government and militias believed to be loyal to it. The Nigerian troops had to fight their way against the Sudanese- backed Janjaweed militia to deploy in the troubled Western region. EFCC, ICPC, SSS screen national honour awardees - Dokpesi, Oba ... The Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices Commission (ICPC) and the Department of State Security Service (SSS) have commenced an all-inclusive screening of the final list of the 2006 national honour awardees, comprising 233 Nigerians and six foreigners, the Nigerian Tribune can exclusively reveal. A memo from the Ministry of Inter-governmental Affairs, Youths and Special Duties has asked the anti-corruption and security agencies to investigate the private and public life of all the shortlisted awardees, and make appropriate recommendations on whether they should be conferred with the honours or be dropped. The investigating agencies, according to the memo, are to make their findings known to the ministry on or before August 21, 2006. The ministry which coordinates the annual award said that the recommendations of the investigating agencies would be forwarded to the Secretary to the Government of the Federation, who in turn would forward the findings to President Olusegun Obasanjo. Sources revealed that preliminary checks on some of the awardees showed that not all of them would have the honours conferred on them. While the problems with some of them are said to be on morals, sources said that criminal matters were pending against some, while petitions alleging questionable backgrounds, are said to have been pending against some of them since they were nominated by the relevant nominating authorities. Some of the prominent Nigerians on the list, which was exclusively obtained by the Nigerian Tribune, include, the former Minister of Power and Steel, Chief Paul Wanteregh Unongo, Osile of Oke-Ona Egba, Oba Adedapo Tejuoso, Oluwo of Iwo, Oba Ashiru Olatunbosun Tadese 1, Chairman of Nicon Insurance, Chief Jimoh Ibrahim, celebrated Fuji musician, Sikiru Ayinde Barrister, a presidential aspirant and celebrated economist, Professor Pat Utomi and the president’s spokesperson, Mrs. Oluremi Oyo. The list also contains the names of Bashiru Ali (Bash Ali), the Group Managing Director of the Nigeria National Petrolueum Corporation (NNPC), Engineer Funso Kupolokun, celebrated Nollywood star, Pete Edochie, and the Director of Programmes, the Nigeria Television Authority (NTA), Peter Igho. Also primed for honour is the Managing Director of the Nigerian Ports Authority (NPA), Mr. Adebayo Sarumi, as well as the only female justice of the Supreme Court, Justice Maryma Aloma Mukhtar. Foe gets Caf honour (BBC) The Confederation of African will award its highest honour to late Cameroon midfielder Marc-Vivien Foe. Foe, who collapsed and died during a Fifa Confederations Cup game against Colombia in the French city of Lyon, will receive the Caf Order of Merit in gold, in recognition of his contribution to the growth of African football. There are two other notable personalities included in the Caf honours lists - late Nigeria midfielder Muda Lawal, who played in five Nations Cup finals between 1976 and 1984 and former Egypt manager Mahmoud El Gohary, who led his country to the Nations Cup title in 1998. National Honours 2006 The list just released contains many names of the President's associates and appointees. The highest honour of the land deservedly go to Senate President Ken Nnamani and the Chief Justice of Nigeria, Justice Modibbo Belgore. For being heads of the federal legislature and the judiciary respectively, the two men ought to be recognised. When it is realised that the CJN who just mounted the saddle in succession to Justice Muhammed Uwais would be retiring next January, the appropriateness of the decision could not be doubted. Although Senator Ken Nnamani could not sometimes resist using the national legislative house to fight his personal battles, even his political enemies would concede that he has carried himself with dignity in the discharge of his responsibilities. It is therefore not out of place that, in the twilight of his service as the country's number three citizen, he is allowed to don the title Grand Commander of the Niger, GCON. Perhaps the luckiest of all the awardees this year is the National Chairman of the Peoples Democratic Party, PDP, Senator Ahmadu Ali. Ali was first conferred with the honour, Commander of the Order of the Niger in 1979 by the then departing Head of State, General Olusegun Obasanjo. He had served in that government as Federal Commissioner for Education but his tenure was marked by unprecedented chaos and violence in the universities. He was the man in charge when the undergraduates staged the Ali-Must-Go demonstration that shook the university system to its foundation and left students in pools of blood all over the country. Yet, his boss had such implicit confidence in him that he was given one of the highest honours of the land. Now, he is being conferred with GCON, second to the highest honour of the land. Others being bestowed with the Commander of the Federal Republic honour this year include ministers like Babalola Borishade, Mallam Adamu Bello, Malam Mukhtar Shagari and other presidential aides. Liberia Honours Chief Olusegun Obasanjo Liberia’s highest honor, the Most Venerable Order of Knighthood of the Pioneers, with the grade of Chain Collar of State, has been conferred on Nigerian President Olusegun Obasanjo, at an impressive ceremony at the Foreign Ministry in Monrovia. In a citation read by Protocol Official, Mr. Emmet Kennedy, Liberian President Ellen Johnson Sirleaf said she was conferring the honor on President Obasanjo in recognition of the outstanding success the Nigerian leader has so laudably achieved in his military, political and diplomatic career. The citation, according to an Executive Mansion release, recounted the numerous contributions President Obasanjo has made on the international stage in championing the African cause. "As Chairperson of the African Union, you were noted for your strong and unwavering stance against undemocratic assumption of power, and this you demonstrated by your rejection of three governments instituted by coups d’etat," the citation recalled. Shonekan is to be conferred with the highest national honour, Grand Commander of the Order of the Federal Republic (GCFR), while Mantu and Achebe are to receive the award of the Commander of the Order of the Federal Republic (CFR). A breakdown of the list made public by the Minister of Inter-Governmental Affairs, Youth Development and Special Duties, Mr. Frank Nweke Jnr., in Abuja yesterday showed that seven foreigners and 30 women, more than a 100 per cent increase from last year's awardees of 12, are among recipients of the 2004 awards. There are six recipients of CFR, 23 of Commander of the Order of the Niger (CON), 48 honourees of Officer of the Order of the Federal Republic (OFR), 56 listed in Officer of the Order of the Niger (OON), 46 Member of the Order of Federal Republic (MFR), 13 awarded Member of the Order of the Niger (MON) while 12 received ordinary medals. Nweke disclosed that a total of 1,504 applications were received this year, an increase of over 404 applications over that of last year. He said the National Honours Award Committee ensured that all segments of society had equal opportunity for consideration for the awards. "This year's exercise took special cognizance of gender representation, young achievers, and private sector contribution. Furthermore, achievements by Nigerian nationals resident in foreign lands, as well as foreigners living in Nigeria who have made positive contributions to the nation's development, have been recognised," he said. Nweke said as part of efforts at sustaining the credibility of the Nigerian National Honours Awards, a new set of clear objective and verifiable criteria were articulated to serve as additional basis for evaluation to the existing criteria set out in the enabling Act, which the committee considered to be largely subjective. He listed the new matrices as: character, career, education, outstanding achievement, contribution to Nigeria, quality/type of nomination and recognition. He said in order to avoid a repeat of the situation where certain recipients who had been cleared by the State Security Service (SSS) were found to have cases pending with other government agencies, the committee co-opted the Independent Corrupt Practices and Other Related Offences Commission (ICPC) into the 2004 screening exercise. He said the list of successful nominees, who would be conferred with the awards December 16 was circulated to both the Economic and Financial Crimes Commission (EFCC) and National Drug Law Enforcement Agency (NDLEA) for additional screening. Shall We Tell the President? In many countries across the world today, especially in the Third World, national honours have become no more than chieftaincy titles conferred on those considered the good boys of the administration in power. Of course, the list is usually interspersed with a few nationals deserving of honour but essentially it is a political thing even in some advanced democracies. In the last two years, for instance, the media in the United Kingdom have been awash with stories of how Prime Minister Tony Blair more or less manipulates the list which, in his penchant for spin, is usually 'sexed up' with the names of popular footballers or showbiz stars. That was how David Beckham got his national honour last year while this year the list is said to include some civil servants who helped him in preparing the controversial dossier for the war in Iraq. What I am saying in effect here is that nowadays when politicians have hijacked the process, in most countries, not much premium is placed on 'national honours'. When you, however, situate such phenomenon with the Nigerian factor where nothing is sacred you can then imagine what national honours will be here. That is why you see all kinds of dubious characters, court jesters and pimps on the list every year. Nigeria: Mark, Kutigi, Sultan, Others Get National Honours Prominent Nigerians werehonoured with different categories of national awards by President Umaru Musa Yar'Adua. Speaking at the 2007 National Awards ceremony in Abuja, Yar'Adua said the 212 recipients of the various awards earned them through patriotism. Senate President David Mark was honoured with the Grand Commander of the Order of the Niger (GCON) while the Speaker of House of Representatives, Dimeji Bankole received the Commander of the Order of the Federal Republic (CFR) award. Also given the award of GCON was the chief justice of Nigeria, Justice Idris Kutigi, while 14 other prominent Nigerians received the CFR honour. Among them were the Sultan of Sokoto, Alhaji Sa'ad Abubakar III, retired permanent secretary Allison Ayida; secretary to the government of the federation, Ambassador Babagana Kingibe, and head of service, Mrs. Ebele Okeke. Also in the category were inspector-general of police Mike Okiro; chief of army staff, Lt.Gen Luka Yusuf; Oba of Lagos Rilwan Akiolu, former secretary to the federal government, Alhaji Aminu Saleh, and frontline politician, Chief Olu Falae.
